This panel addresses the importance of internally displaced populations in the question of Ukraine’s sovereignty. With at least 1.5 million people displaced from the Donbas and Crimea, what is Ukraine’s current policy toward displaced people, and why did it take so long for Ukraine to establish a clear policy? How do the concerns of this population influence Ukraine’s future goals to reintegrate the occupied Donbas and Crimea?
